lsst_distrib docker files #49

Add Dockerfiles for building lsst_distrib ontop of opensuse.

I think this is fine as-is, I mostly bring a few things up so we can create a few github issues to discuss these, as I wasn't sure of their implications in blindly adopting my suggestions today.

Thank you for reviewing these files @brianv0. As I understand it, your recommendations are mainly to use latest versions of the library. I wanted to include these files as they are mainly to be able to reproduce the images we are using for the DM image at NERSC. How about we accept these files, tag them then implement your suggestions?
