Update access to this repo #58

the CO GH team has access to this repo. That team should likely be expanded to make sure it includes: All Computing WG (CO, CSS, SRV) conveners, Computing Coordinator Team, and Computing Topical Team leads. Anyone else?

All DESC members should be allowed triage access to this repo to open and manage GH issues. After further discussion within the CO WG, this will be enabled.

Discussed on Slack and now DESC members have Triage access to this repo. All current Computing Conveners plus some others, are part of the CO GH Team
