Update merge_tract_cat.py as used for Run2.1i processing #366

There is a small modification necessary to merge_tract_cat.py when generating DPDD for Run2.1i/Run2.1.1i in conjunction with DMstack w_2019_19 and beyond. Even though merge_tract_cat.py is deprecated, we are still currently using this code and this change should be captured and tagged.
