DC2 Data Release [Insert Release ID here] #421

Create markdown template for a data release template. For now assume it's specifically for DC2. Most if not all the work is already done: just start with the Confluence page https://confluence.slac.stanford.edu/display/LSSTDESC/DC2+Data+Release+Checklist

Ah, that explains why things seemed to be already filled in! I didn't realize there was such a thing as an issue template. There are a couple additions I made which I can incorporate:

  1. Pointer to instructions for creating truth match
  2. New section "Derived Catalogs" in light of discussion in #desc-dc2-data-access
