Generate a minimum set of quality cuts based on the discussion in the HSC papers: https://arxiv.org/pdf/1705.06745.pdf and https://arxiv.org/pdf/1702.08449.pdf as well as the results from #2 .

For this, it'd be good to generate plots of N_gal/ as a function of the different systematics (depth, dust, stars etc.) in order to define a magnitude limit and a mask.
