Monitor should require the setup of `pserv` and maybe `twinkles` #77

Currently, essential functionality of the monitor depends on pserv functionality. However, it does not setup pserv automatically when it is setup. This should be modified by adding

setupRequired(pserv)

to https://github.com/LSSTDESC/Monitor/blob/master/ups/Monitor.table
