Create calibration flats #13

These will be needed by DM to correct for vignetting.

Per the DC1 planning session on 2016-09-22, Simon agreed to look into whether the PhoSim release flats could be used.

We need to think some more about how we are going to do ISR in the presence of ISR. If we use the eImages, we will not, out of the box, have flats we can use to deal with only vignetting. We'll either need to produce those, or build them. I think we can probably do the latter.

The other option would be to run a full ISR as we do with other datasets. I'm not sure I can say more until I see the flats for v3.6.
