It was determined that this was due to a mismatch in convention between the rotational conventions of CatSim and PhoSim as described in issue #36.
The effect was to make the camera rotate the wrong way in PhoSim causing the chips to be outside of our desired area. This approximately quadrupled our exposed area while keeping the number of visits fixed. Therefore the depth is not-constant over the entire region, being especially reduced on the edges.
