New load_spectrum and save_spectrum functions #115

Version 2.4: new load/save functions that store/reload the config parameters with a nsupplementary FITS header in the Spectrum output. Short keys must be used because HIERARCH and CONTINUE are not compatible together in current FITS headers.

Hi @mfisherlevine ! I gave an answer to all your comments. I skipped those which concern the save/load of spectractor <2.4. I let two comments unresolved which may lead to further discussions, but If it is ok for you please approve.
