Cutout (postage stamp) web service for Run 2.2 DR6

Update the cutout web service to make it work with Run 2.2 DR6, and, if possible, move it to Spin!

Goals and deliverable

A cutout web service that works with Run 2.2 DR6.

Resources and skills needed

Python and LSST Stack. Bonus points for web development skills or NERSC Spin service.

Detailed description

It would be nice to be able to quickly get cutout images for a list of objects by specifying RA/Dec. I made a cutout service for Run 1. It is now outdated and the service is slow. We can update it to Run 2 with the newer stack version. If we figure out how to move this service onto Spin that's be a plus.
