Package development

We will be building a TJPCov package following the discussion in https://github.com/LSSTDESC/TJPCov/issues/5

Detailed description

Our primary goal is to have a both fourier and configuration space covariances working inside the package, based on the requirements defined in the github issues in the TJPCov page.

There are additional opportunities to contribute to TJPCov:

  1. Build wrappers to external codes (https://github.com/LSSTDESC/TJPCov/issues/3)
  2. Add Non-gaussian covariance terms inside the CCL. (https://github.com/LSSTDESC/TJPCov/issues/1)
