Cell-based Coadds w/ DM

We are planning a bunch of chats and work with DM to push along cell-based coadds.

Goals and deliverable

Be able to run the DESC cell-based coadding code within DM as a part of regular processing.
Knowledge transfer to DM of how various things are working.
DM review of DESC codes
