Enable RAIL to read images for image-based photo-z estimators

Goals and deliverable

Enable RAIL to natively read in images for models that use images to estimate photo-zs
Test with simulated DC2 images
Work towards wrapping image-based estimators

Resources and skills needed

python programming, interest in photo-z estimation

Detailed description

This sprint will be conducted in parallel with a LINCC Frameworks Incubator project "DeepDISC LSST: photo-z".
