Epic: Scaled down Workflow Engine for Twinkles Cookbook example #203

The idea underlying this tool would be to provide a way for users to run the same analysis pipeline on their laptops, for example.

[ ] Initial version will simply string together the shell scripts in the workflows/DM folder
[ ] Add test data to exercise this in CI ???
[ ] The gold-plated, vapoware version will parse the xml so that it is always sync'd up with what is running in the SLAC workflow manager.

Is this a small epic? (Write code, show off in demo notebook, add to travis test suite, etc?) Or a simple task? You can use the empty comment at the top of this thread to make a check list of related/child issues if you think it's the former.

Assigned labels "Epic" and "Epic: Tiny Workflow Engine" :-) When you make issues for the checklist items, be sure to label them with the latter (but not the former, because those issues won't be epics themselves).
