This PR is in response to #299. Ive started a latex draft of the "design note" and we can use this thread to review it. I'll assign reviewers when its ready - it's not yet, but feel free to check out the draft. The Twinkles 1 Notes epic is #284, for reference.

Fill out sections
Ask for input on various sections
