Update ndcctools to latest version #9

This brings in a few bugfixes discovered in co-operation with the Cooperative Computing Lab (Work Queue) developers over the last months.

I merged this PR but I don't think it will have any effect on our processing as there is no change if the docker instructions and the cvmfs build is only change for options g3wf and tyx which are obsolete. Docker and the default cvmfs builds install the current DESC parsl with dependencies as so bring in the version of ndcctools specified there.

Note cvmfs builds are cached. Remove your existing build to automatically trigger a new build when the parsl version is changed.

Am I correct to assume the current DESC parsl will also pull in this new version of ndcctools?
