[NERSC] New minor release of CCL

Description We have just tagged a new minor release of CCL (pyccl). Probably the common desc version of CCL on NERSC should be updated to reflect this. pip installing pyccl should yield the correct newest version. conda-forge is not up to date quite yet but should be shortly.

Thank you so much @c-d-leonard desc-python-bleed has been updated at NERSC and I can confirm it has CCL 2.3.0. I'll work on getting the other environments updated and will alert IN2P3 so they can update as well

CCL 2.3.0 is now in desc-python-dev and desc-python, and this should be all set.
