Search for projects or publications #60

I'd like to be able to search the pub mgmt system for a project or a paper, either by title keyword or publication number. Ideally there would be a single search box that also searched the content of the uploaded documents (#20), but I'd settle for a separate "Search the Pub System" form box. The tables of projects and publications are going to get very big very quickly - so I think not having a search facility is a bug. Apologies if I missed this in the issue list already!

I would not call the absence of a feature a bug. I can see that this will be very useful but I think it is not essential for when the service goes live. Also, we'll need to think about, e.g, where it should search all versions of uploaded documents.
