this was reverse engineered from FixedKernel psfs, I could not find the c++ code for this

This fixes detection/deblending problems that I had seen when the bbox wasn't adjusted for object position

Yeah. And I don't understand why any code cares where the psf bounding box is. Maybe it is a check to ensure that the psf was reconstructed from the right place on the image.
