allow access to all CCL configuration options #55

In order to use the BCM models, we need to allow firecrown to configure all of the CCL parameters. Right now it only touches the cosmological ones.

This is done for everything but vector-valued parameters.

We are trying to understand what “configur[ing] all of the CCL parameters” would look like; perhaps this phrasing is an artifact of the pre-Firecrown 1.0 design. Can you add to this issue some guidance?
