Implement chippr as a summarizer #69

The chippr code is quite old (python 2.7), so it would be very useful for me to have a working (and updated) version in RAIL.

Sorry, are you requesting this, or offering to contribute to doing it in some way?

(I’m asking so that we can understand how to prioritize this).
