Utilities Notebook

Change/Solution Description

This PR presents a new notebook to gather utilities that mentioned in various rail notebooks (or have so far only been mentioned in live rail demos) to give new and existing users a one stop shop to record and reference rail utilities.

This will also help us reduce clutter in other notebooks, so they may focus purely on the feature they demonstrate.
