Add pipeline too apply photometric errors to "truth" data. #43

We have proposed to start putting useful pipelines into the various rail XXX packages in the rail.pipelines namespace.

Here we would like to add a pipeline to apply photometric errors to a 'truth' catalog, basically doing:

Reddening ErrorModel Dereddening
