Don't require RUBIN_SIM_DATA_DIR to be set to use GalSim Bandpasses #41

I don't think there is a path to using the default GalSim Bandpasses without setting the RUBIN_SIM_DATA_DIR env var to something right now. This is my suggestion for a fix. (But also my first time looking through this repo, so I might have misunderstood something.)
