Support multiple flags for 'make'

We currently support commands like:

make apjl
make prd
make note

However, we really want two flags:

make apjl draft
make prd submit
make prl revise

The required revisions are:

• Modify the Makefile to accept both of these flags and pass the necessary flags to the tex
• Modify docswitch to have a \setstatus command to parse these options.

For example:

• draft: paper should have line numbers, any internal reference number, a water mark, colored comments, etc.
• submit: paper should be in final submission format (completely clean)
• revise: \NEW comments should be activated to track new content
