Hydrate copier template

Nearly all changes are mechanical from applying the LINCC python project template with command $ copier gh:lincc-frameworks/python-project-template .

Exceptions:

• .github/workflows/testing-and-coverage.yml - massaged to use conda installation
• tests/test_utils.py - update to check lazy loading with a module that isn't deprecated
• pyproject.toml - massaged to sort dependencies, template removed mypy and pylint config (and i think that's ok)
• src/.pylintrc - massaged to include pylint config previouly in pyproject.toml
