Milky Way: area-scaling relations #135

Simple area-scaling metrics should obtain for many MW science cases, that correlate with (or are identical to) existing metrics. These cases should appear in Summary Table 2 in section 3 of the MW chapter. These scalings will also appear in the Galactic Structure and Metallicity Mapping sections.

From the notes from the discussion in the 2015-08-22 9:00-10:30 session, this would include:

@bethwillman and @ctslater have volunteered for this (although I am unable to "Assign" this to Colin in the "Assignee" interface for some reason...?).
