I think this would fit in well with the section on the high cadence study of variability. The need is for a range of timescales, including very short ones like the one you propose. Let's fold it in with the variability section of the MC chapter.

If your text can be inserted easily as a section, please do paste it into a copy of the template at https://github.com/LSSTScienceCollaborations/ObservingStrategy/blob/master/whitepaper/section-template.tex and add/commit/push it to your fork. Knut can then edit it in appropriately. If you are uncomfortable doing this, feel free to simply paste it into a reply to this message and Knut can deal with that, too :-)
