This issue seems to be related to a bug with Jellyfin's API token management. An issue (https://github.com/jellyfin/jellyfin/issues/10094) has been opened in the Jellyfin repository.
While this awaits a fix, the command should be removed.
The filed bug has been fixed with the release of Jellyfin 10.9.
At some point, the ability to reset a user's password was broken. I imagine this happened during the migration from user auth tokens to api keys. Additional investigation required.
