makePerCellTbl #13

Thoughts on creating a makePerCellDF function that converts to long-format tibbles for ggplot2 compatibility (since they dont support DataFrame)?

I don't want scuttle to depend on any tidyverse components. Surely this should be possible with just a raw data.frame.
