Firmware Wizard Should Refresh COM Ports On Page Load

If the COM ports change (ie board added or removed) user has to manuall refresh dropdown to see changes.

This can cause the wizard to hang for a couple second while VISA devices are scanned. I think its better if this only happens when the user explicitly clicks to refresh the list. Won't fix unless there is a better solution.
