Creating vehicle buying facility. #800

I thought that it would be cool if we can buy vehicles in dealer shop and that bought vehicles can be used for nos and it can be teleported to wherever you are. And it's vehicle health can be repaired or even respawned to 1000 for the good price. If we do this. Then we should think about what to do with roadside vehicles and house vehicles. Also even vehicle renting facility and house renting facility would be cool.

I love your idea!

We can add exceptions to /v save (non admin) to only save bought vehicles from the dealer. We can give them ability to add armour, bulletproof tires, windows and much more :D
