Show comments in web ui #1346

In the current web interface the comments are not shown, whereas in LXCat 2 they are. They can only be seen when examining the downloaded data. However, in many cases these comments contain vital information for users of the data (see for instance Phelps H2O set). The web interface must also show comments when data is presented.

Part of this is implemented in #1367. The web interface will now show set-level comments, and comments attached to a cross section-reference pair. The general comments attached to a cross section are not yet rendered.
