Replace Commenting with "Help Insight" compatible Commenting #16

Much requested change to the commenting style. Personally, I like the way I typically comment my code, but I do see the potential value of doing this.

Aside from the Event Engine (Which is undergoing an interface change... again.... see issue #12 for info on WHY), it would be useful if users of the LKSL could contribute some appropriate Help Insight comments for the various types, methods and members within the LKSL.

Contributions are very welcome!

This process is now a standard part of development.
