Algorithm to determine Best Order of Magnitude to represent an SI Unit Value

In LKSL.Math.SIUnits.Path, add the algorithm to determine the best Order of Magnitude to resent a given SI Unit Value (of a known Magnitude).

Examples:

• 0.05 Seconds would be 5 centiseconds
• 0.005 Seconds would be 5 milliseconds
• 0.0005 Seconds would be 0.5 milliseconds
• 0.00005 Seconds would be 50 microseconds
