Package Engine - Reintroduce using the vastly-improved Streamables Engine

I began implementing this some time ago, then more recently removed the unit during the big "redux" session (it barely had any code in it to begin with, so no big deal).

I keep forgetting about this unit, so this issue is to remind me that I need to redevelop it.
