Move Thread Lock Types (TLKReadWriteLock) into new LKSL.Common.SyncObjs.pas unit #91

This unit MUST be 100% compatible with both Delphi and FreePascal.

It has become necessary to separate the Interlock code from the Common Types unit.

This effects issue #88 too.
