\footnote{} command is missing #1

The very common footnote command is not present.

Do you know what package it belongs to?

I think it is build into latex. As of the lastest update I do see the footnote in the auto complete. It does, however, have a option field \footnote[]{}. To my best of knowledge the footnote command does not take any options.
