Rationale

Manually merge forward a special 24.10 commit

The Radeox refactor got too aggressive at HTML encoding.

Changes

Revert the newly introduced calls to PageFlowUtil.filter()

This isn't necessary. We haven't archived the 24.10 project on TeamCity so the auto merge schedule will pull this forward next week (or today if we poke it).
