Support escaped characters in CSV file Read and Write #4

Add a new section to the DataManipulation palette (perhaps a separate package)

Both methods should support encoding and decoding with escaped chars.

hmmm, I should not reinvent the wheel ;-) I thought no one had released such a library in any open source project, just snippets peppered on the forums.
