Add Identity gate #38

Identity gate is required to implement full clifford groups.

And please ignore MultiQubit_PulseGenerator/sequence_rb.py. (it is still in process)

good idea! you can also use None for identity gates, but it's good to add an explicit identity gate as well

Hi @Youngkyu-Sung I needed to manually merge some minor changes to the .ini file, please sync your local repository to get the latest version
