Switch development environment to DDEV and Gitpod #1

This pull request switches development to DDEV for local development, which is a Docker based environment management project compatible with Windows, Linux, and MacOS, and/or to DDEV in Gitpod, which is an entirely cloud based development environment accessed via a web browser, and doesn't require any locally installed software.

I also setup the basics for a Composer based workflow for development along with setting the location for Drupal 9 configuration management to store configuration YAML files.

I tested this and being able to run the whole development environment in the cloud is pretty amazing. Thank you Gregg for getting this up and running!
