Manage the framerate in CameraOpencv #17

This issue is contained in #65. Because it was opened a long time ago and is part of an opened milestone, it is kept opened. The changes brought in #65 should however include the changes for closing this issue.

This issue aims at making it possible to adjust the framerate in addition to the image format for cameras supporting it, when used on Linux with v4l2-ctl installed.
