Update to latest blockly to fix drag leaving stuff behind bug #50

Don't know if this is going to get reassigned, but to do this take the latest

blockly_compressed.js
blocks_compressed.js

from https://github.com/google/blockly (no release bundle or tags? really google? lol ok)

and replace the ones in web/static/vendor

We could unversion it and make a mix task to pull the latest but I don't think it is worth it for consistency sake. might be a nice way with brunch or something, but again ::shrug::

I'm assigning it to me. I'm thinking that @shadowfax6894 and I should pair up on it after she and @mpahrens pair around the music blocks
