Make Mix Task for installing BrickPi and GrovePi dependencies

The GrovePi and BrickPi setup tends to have some trouble every so often, so this task would be:

• Figure out all of the things the BrickPi and GrovePi setup scripts touch / need
  • all python imports
  • all changes to system config such as /boot/config.txt and the i2c setup stuff
• write a mix task that
  • checks if it is being run with sudo, otherwise aborts (running the python setups without sudo does some stuff that causes problems with subsequent runs, even with sudo)
  • does all of those operations figured out above
  • then restarts the pi
  • can be run with the command: sudo mix blockytalky.hw.config or similar

I am closing this as it seems to be nearly impossible with the way BrickPi and GrovePi are set up. Someone else can reopen if they want to try, but for now literally versioning BrickPi and GrovePi in hw_apis is the easiest thing D:
