The bring command is not restricted because it's part of the call command. The person with the call permission requests to teleport to someone and then if they (the person doing /call) has the right permissions, ANYONE is allowed to "accept" the teleport.
The /bring command can also be overriden by someone with the commandbook.teleport.other permission, in which case it just acts as a "/tphere" command (without the /call command being necessary).

Despite blocking the commandbook.teleport.other, or even commandbook.* in PermissionsEX, I cannot restrict usage of the bring / summon command. PEX, commandbook, and bukkit are up to date. I can, however, block the other teleport commands.
