This also happens with Hebrew (which is also RTL) although I suspect it's a missing font issue, it happens on some websites too and on others it renders like that while loading, I suspect the default fonts don't include those languages and they work only on websites with custom fonts that do. (side note, I'm impressed how well https://www.ynet.co.il/ works, it's very sluggish but the layout is pretty much perfect!)
Arabic language is shown as squares/rectangles instead of letters in the inspect tools, including the:

I tested with Arabic, but based on the behaviour this most-likely affects all languages that use the Arabic writing system, including: Arabic, Farsi, Urdu, Kurdish, etc.
