Currently, bombs from BLAST override claims from FLAN, which causes problems with potential griefing.

not too sure what you mean by that. Flan already uses the permission api for all the commands etc. but permissions from there are player based and not claim based. so there is no way by using the permission api wether a certain action in a claim should be allowed or not
