Switched to Quilt, and updated dependencies for 1.19.4.

This is a draft because I still need to fix a few compile issues from mapping changes, I will finish that this weekend (March 24th or 25th).

Also, I was unsure if you want to use metadata.contributors in quilt.mod.json @LambdAurora, if you do not I am more than happy to remove "5HT2": "Contributor" from it.

I appreciate the effort but I did not plan to switch to Quilt for this mod yet as there is no technical advantage here (yet).

Oh, I didn't realize that. I'll open a new pull request that doesn't switch entirely to Quilt.

Build issues fixed (for reference, to make future porting easier, if you do want to port), and created a new PR #144.
