Strange issue with new worldheight at y-18 (and y-50) breaking the lighting

Describe the bug When at y -18, the held item producing light stops following the player. It works on any levels other than this one.

To Reproduce Steps to reproduce the behavior:

1. Enter a world (1.18 snapshots or 1.17 experimental datapack)
2. Go to y-18
3. Hold a lightsource
4. The lightsource won't follow you

Expected behavior The lightsource should be following the player
